Another former academic candidate was checked.
On 30 May, the Guangxi Disciplinary Monitoring Network released information that the former Secretary-General and Director of the Guangxi Agricultural Academy of Sciences, Deng Guo Fu, was suspected of having committed serious disciplinary offences and was currently under disciplinary review and inspection by the Supervisory Commission of the Autonomous Region.
Deng Guo Fu, a long-standing researcher in the field of hybrid rice breeding, has served as President of the Guangxi Academy of Agricultural Sciences and Vice-President (a) of the Association for Science and Technology of the Guangxi Autonomous Region, and has twice been on the list of candidates for increased and effective membership of the Chinese Academy of Engineering in 2021 and 2023.

Just before Deng Guo Fu was investigated, on 5 May, the Guangxi Disciplinary Monitoring Network released information that Zhao Jinmin, former deputy secretary and headmaster of the Party Committee at Guangxi Medical University, was suspected of having committed serious disciplinary offences and was currently under disciplinary review and inspection by the Disciplinary Commission of the Autonomous Region.
Zhao Jinmin has long worked at Guangxi Medical University and has served as Vice-Chancellor and Rector of Guangxi Medical University. It is worth mentioning that in 2011, Zhao Jinmin, 48 years old, was on the list of candidates for the Chinese Academy of Sciences.
According to publicly available information, in 2019, Zhao Jinmin was proposed by Guangxico to be recommended as a candidate for the 2019 Academy of China Engineering, but he did not end up on the 2019 Academy of Engineering ' s list of candidates for additional valid candidates.
Zhao Jinmin was nominated by Guangxico to be a member of the Chinese Engineering College in 2019.
Both are scientists.
Deng Guo Fu and Zhao Jinmin are scientific experts in their respective fields.
Deng Guo Fu, born in 1965, was a Guangxi Shiyang student, studying at Guangxi College of Agriculture in the early years, graduated from the Guangxi Academy of Agricultural Sciences and later served as Vice-President of Guangxi Academy of Agricultural Sciences and, as of May 2017, President of the Guangxi Academy of Agricultural Sciences (at the principal level).
According to information from the Network of Agricultural College Officers of Jiangxi Province, Deng Guo Fu also served as Secretary and Director of the Guangxi College of Agriculture in July 2025.
According to the Guangxi Academy of Agricultural Sciences in 2024, in the field of scientific research, he has long been involved in the management of high-quality and mixed rice breeding and agricultural science and technology. He has produced 40 mixed seedling varieties of rice that meet national standards for high-quality rice, with a cumulative area of 220 million acres and an additional value of over 60 billion yuan.

According to the Guangxi Academy of Agricultural Sciences and the Guangxi daily newspaper, Deng Guo Fu hosted 82 or more provincial ministerial projects such as the National Natural Science Fund ' s priority projects, the National Priority Research and Development Programme and received 1 award for the National Prize for Scientific and Technological Progress, 1 award for the Principal Prize (participation) and more than 20 awards for science and technology such as the Guangxi highest prize for science and technology.
It is worth mentioning that Deng Guo Fu grew up in Shuyang County. He had stressed the need for scientists to be reputable and to be patient. At the end of January, he resigned as a member of the political association of the Guangxi Autonomous Region.
Zhao Jinmin, a medical expert who grew up in Guangxi mainland, was born in 1962, graduated from Guangxi College of Medicine (now Guangxi University of Medicine) in 1984 and graduated to work in a subsidiary hospital surgery.
In 1993, Zhao Jianmin went to Japan to study at the Medical Department of the National University of Nagasaki. Upon his return from school in 1999, he was entrusted by the hospital with the functions of head of trauma surgery, followed by the Vice-President, Permanent Vice-President and Director of the first subsidiary hospital.
Since July 2008, Zhao Jinmin has been Vice-Rector of Guangxi Medical University; in April 2012, he was President of Guangxi Medical University. According to information from the network of officials of the Third People ' s Hospital in Hanoi City, in August 2022 Zhao Jianmin also visited the Third People ' s Hospital in Guangxi Medical University in his capacity as President of the University of Guangxi.
According to the network of hospital officers attached to Guangxi Medical University, in late March 2026, the Director of the China Trauma Training Centre was upgraded. In Nanning, Zhao Jinmin attended the opening ceremony in his capacity as the former Rector of Guangxi Medical University, and in May this year he was declared under investigation.
Zhao Jinmin, an expert in the field of medicine, received 2nd and 2rd prizes for the Guangxi Prize for the Advancement of Science and Technology and 1st and 1nd prizes for the Guangxi Prize for the Promotion of Appropriate Technology in Health.
In addition to the prizes, in the field of medicine, according to the Guangxi daily newspaper in 2000, eight young people were completely cut off by a paper knife, and Zhao Jianmin used microscopes to put together the blood vessels, nerves, bones and muscles, all of them living.
It was reported that this was the first successful eight-point replanting operation in Guangxi. In November of the same year, he successfully completed the world ' s first aerobic thumb transplant and the seventh aerobic hand transplant. In the industry, Zhao Jinmin is known as Guangxi's first finger and the Oscular Father.
Expert: Scientific ability is not a “no-death gold medal”
China Newsweek learned from a well-informed person who had been in contact with Deng that Deng Guo Fu was suspected of being linked to capital problems.
It is worth mentioning that late in January this year, the former Standing Committee and Vice-President of Guangxi Medical University, Yunbo, were examined. While Zhao Jinmin was President of Guangxi Medical University, he was Vice-President of the University.
During his tenure as Vice-Chancellor at Guangxi University of Medicine, he also served as Director of the building of the school ' s housing complex, Director of the construction of the International Centre for Medical Education (Vitae campus) and Director of the Preparatory Office for the Yulin school district.
According to Montao, a professor at the School of Disciplinary and Inspection at the People ' s University of China, the investigation of Deng Guo Fu and Zhao Jinmin by the relevant authorities has demonstrated that the anti-corruption zone is not restricted, covers all, and tolerates zero tolerance. Nor is it a slogan of any kind for the Party, which deters local research institutes and universities.
According to the Schander Water Analysis, the Deputy Director of the Centre for Public Policy Studies at Beijing University, the public is more concerned about corruption among scientists and specialists because of the higher expectations that they have a high academic and moral level and should be more immune to corruption. From the perspective of Handiwater, the status of scientist and expert academic is not “free from death”, and there is no special doctrine against corruption.
It has been argued that the corruption of scientific and academic scientists — who make important contributions in the scientific and academic fields — can affect the country's progress in science and technology if they are punished for corruption, so that it can be reduced or made more effective.
Muntao believes that Deng Guo Fu, Zhao Jinmin, as the “first-in-command” of research institutes and higher medical schools, have a high status and influence, and that the potential impact may be far-reaching if corruption devastates and affects the political ecology and ethos of the entire unit and the local industry concerned.
As shown by Handwater, the achievements of the past cannot be used as “bullet” and scientific and technological progress is based on community strength, the timely identification of corrupt scientists, experts and scholars, and the smoothing of the academic world and the better off talent.
