According to information from IT House on 3 June, the Information and Communication Administration of the Ministry of Industry and Information Technology announced today that the Ministry of Industry and Information Technology had issued pilot requests to 166 foreign-owned enterprises to cover all value-added telecommunications operations.

The Ministry of Industry and Information Technology is committed to promoting high-quality telecommunications development with high-level openness, actively and in a well-ordered manner, promoting the expansion of telecommunication operations, and, based on the World Trade Organization (WTO) commitments, free-trade pilot zones and the expanded liberalization of services, has taken the initiative to align with international high-standard rules on trade and economics, and has piloted the elimination of foreign equity restrictions on value-added telecommunications such as Internet data centres in Beijing, Shanghai, Hainan and Shenzhen.

Since the first batches of VAT operations were launched in February 2025, 166 foreign-owned enterprises have been granted such services as Internet data centres, Internet access services and information services.

IT House was informed that there are currently more than 3100 foreign investment telecommunications enterprises nationwide and that their operations cover all 10 value-added telecommunications operations in the Telecommunication Business Catalogue.
