In the area of cybersecurity, fishing is a widespread cyberattack, where the attackers use a variety of tactics to deceive users to collect their sensitive information, which may lead to identity theft or financial gain. Researchers have been actively promoting web-based testing to detect new web pages and enhance user protection. However, the aggressors have adopted an evolving strategy designed to circumvent existing detection methods and tools and pose a continuing challenge to the research community. The survey provides a systematic classification of web-page testing methods, including URL-based, web content and visual techniques. Through a comprehensive review of these methods and an in-depth analysis of existing literature, our research highlights the current research gaps in web-based fishing detection. In addition, we have proposed possible solutions to some of these gaps, which provide valuable insights into current efforts to combat fishing attacks.
