The party flag is high and high at the grass-roots level.

Joint establishment of the Trans-Drive Office window in the Hunan Long Valley region, with access to the HF service, 346 cross-city government services, 301 e-certifications, 154 high-frequency (HF) issues, and a series of regional red-edic educational excellence activity lines by the Guangnan Regional Mandarin Boulevard Authority, and a regional feature product promotion meeting by the Toyako Regional Business Bureau to promote regional economic linkages On all three continents, strong forces are gathering to build high-quality institutions that will contribute to high-quality development.

Since 2023, Hunan has continued to explore mechanisms for institutional-building collaboration, organizing business-related units and enterprises around major projects at the centre, and conducting joint cross-border, cross-level, multi-party and multi-party educational and co-construction activities with a view to “party-building, organization and collaboration” leading to “industrial booms, quick projects and good development”.

The three party-building collaboration mechanisms were set up around the “3rd and 4th Highlands” landmark project of the General Secretary of Xi, drawing out for Hunan, and focusing on the implementation of the “three Highlands” logo project, which was initiated by the Party Committees of the three units of the Provincial Industrial and Intelligence Offices, the Provincial Science and Technology Offices, and the Provincial Business Offices. In conjunction with the provincial regional development structure, the Technical Commission of the four regional (state) agencies of Long Jiagu, Toyako, Xuanan and Dae Xianxi respectively established a coordination mechanism between the “long Jiagu” and “Great United States” “Great Red Canyon” parties, which form an overall framework for collaboration “vertical and horizontal linkages” and provide effective links between the “highlands” and the “region” coverage, provincial and municipal states. Building on the power of the Hunan Red Resource-rich, actively responding to the demand for party-building activities such as red education in the sub-units, helping to address operational development challenges in parallel, and promoting collaboration between Changsha Customs, the Central Institute for Agricultural and Ecological Research in the Sub-Tropical Region of the Central Court of Justice, and the China Food and Agriculture Lake sub-company, in collaboration with the relevant offices, field offices and enterprises.

:: Establishment of a working mechanism of the Provincial Directorate-General ' s Committee to guide coordination and initiate a unit-led rotational promotion of the unit. The sponsors organize party-building collaboration mechanisms organized by the Party for the establishment of business, higher education and institutional units around priority projects, and produce a list of operational needs and plans for matching party-building activities in parallel, organized by the member units on a rotating basis. Promote operational issues, work force alliances, and central work linkages through the Joint Party Building Activities.

The creation of a multi-dimensional, open party-building and collaborative ecology that allows for cross-regional movement and cross-cutting integration of party-building resources has been actively pursued by breaking down geographical, hierarchical and sectoral barriers. The “Four Regions” partnership mechanism, through eight initiatives, “Four Regions Co-Creation of Model Institutions, Regional Development Co-Creation, Industrial System Co-Creation, Party Brand Co-Creation, Business Co-Creation, Good Business Environments, Accompaniment of Resources, High-Role Co-Countainships and Group Activities”, has broken down the geographical barriers and has facilitated inter-State exchanges in the region. The integration of the functional party branches of the provincial bureaus into the system of regional party-building collaboration, the regularization of party-building collaborative access to parks, development projects and business activities, and the establishment of channels of communication for grass-roots party organizations, such as provincial and municipal political bodies, trade associations and enterprises, to effectively bring together the different types of party organization at different levels. After three years of development, the institutional party-building collaboration mechanism has now been expanded from the initial “three highlands + four major regions + co-ordination” model to 15, covering various areas of economic and social development. (c) The creation of a project business class, represented by the Long Sands and Yellows International Airport's “Long Star Process”, a project construction class, represented by the new T3 terminal building, the industrial development class, represented by the high-quality development of the tea industry, a scientific and technical cooperation class, represented by the major scientific and technical fight against the pollution of the Toyako Toyako, and a collaboration mechanism between the five main groups of parties, represented by the protection against illegal financial activities.

The “Four Regions” party-building collaboration mechanism has continued to upgrade the professional capacity and level of party-building through joint training of party clerks and party cadres of the regional organs of the organization. The party-building collaboration mechanisms, through the joint organization of branch-based thematic party days, organize events such as coalition-building, exchange-sharing, field observation, etc., to strengthen the ideological leadership of party members and enhance the quality of party-building work in mutual learning.
