Water transport is linked to national transport. As part of the new quest for China's modernization, the Secretary-General of Xi has made an in-depth review of the world's situation, national circumstances and water conditions, and has made important judgements to “advance China's modernization, taking into account the issue of water resources”.

Into the “Fifty-five”, water blueprints were laid — strengthening of national water networks and strengthening of flood disaster defence, water integration, urban and rural water supply security.

On the new coordinates of history, how can the new era's treatment of water feed into the vast journey of China's modernity, in the deep application of Xi Jinping's ecological civilization?

The new era treats water with a dry logic.

In July 2025, the General Secretary of Xi Jinping officially began work on the promotion of the downstream hydroelectric project in the Jarucheb River, “I have been following this matter”. From the long canals to the dam, the country's water network was built with a hammer, and “another century of painting in the course of water treatment” was laid.

From the diagnosis of the Yangtze disease, to “the present Yangtze can only be described as `the beginning of the disease'”, the General Secretary of Xi Jinping said, “Can't catch a moment of laxity, a moment of improvement and a moment of ill thinking”.

“Come here today, and the mid-downstream of the Yellow River will come, and my heart will be firm.” With regard to the Yellow River, which controls “infirmity”, Xi's Secretary-General has a long-term perspective, “a hundred-year-old millennium cannot be rushed, cannot be carried out”.

Crossing the mountains, stepping on the mud, condensed in a deep vision of how to treat water and how to govern the country, one pillar and one piece of water are placed within the broader framework of national governance. General Secretary Xi Jinping's approach to water management, “Water-saving priorities, spatial balance, system governance, hand-to-hand” provides fundamental adherence to the new era.

“The Chinese-style modernization is targeted, planned and strategic”. A drop of water, refraction strategies and commitment, targets and actions. The implementation of the national riverine strategy has intensified, with 1.2 million river and lake masters carrying out their responsibilities, and all seven major river basin drought and drought control commands having been in place, and the country's water development has continued to rise to new levels since the 14th.

The new era treats water, with high-quality development dynamics.

The Secretary-General of Xi said: “There can be no one that is being built, one that is being scrapped, one that is growing, one that is depleting, and the other that there are no holes”.

The view of water is linked to that of development. From the call to “make water conservation a conscious act for every unit, for every household and for every person”, to the emphasis on “urban development in keeping with the principles of water city, water land, water man and water production”, to the call for “active development of water-efficient and value-added farming”, from the urban to the rural, from the point and the face of the earth, the pursuit of “a green transformation of the accelerated development approach”.

There is a political performance behind the concept of development. Water conservation is linked to the fields, to the door, to the ground, to the ground, to the microcycle, and reflects the potential for more “long-term” performance. The Secretary-General stressed that: “If we can effectively reduce the rate of leaks in urban piped water networks and increase the effective utilization factor for irrigation of agricultural land, it will be no less effective than the construction of three canyons of reservoirs, and large-scale projects such as the north-south diversion of the water”.

Quality development “relationships with the whole spectrum of socialist modernization in our country”. From a drop of water, the “1455” period saw “zero growth” in the total amount of water used in a country whose total economy has been running through major steps and whose food production has been growing year after year.

The new era is a cure for water and a reflection of people's lives.

There's no change in the water.

In February 2013, the General Secretary of Xi came to the village of Yuan Guangcheng, Gansu Dymui, to pick up a pot of water from the village ' s casks and taste it, the taste of which kept the General Secretary ' s eyebrow locked. Subsequently, the Secretary-General travelled to the Water Supply Project site, setting the tone of “the life of the people and the water of the people”.

In September 2024, the General Secretary of Xi went to the southern oxen apple base of the Gansu Tian Valley and the fruit trees covered the field. The “deep water” that leads to the water supply project has removed the “near thirst”, and the Secretary-General has ordered that “the problem of productive life facing the population should be effectively addressed by taking more of the work that benefits the people”.

“The Chinese form of modernity, where people live and grow.” From the transfer of water across large mountain rivers to small-scale water that benefits thousands of households, my country has developed the largest and most functional water infrastructure in the world, with the largest population.

The Secretary-General of Xi is looking forward to a more distant future, with the goal of sustainable development and the revival of greatness, “to do so at the height of long-term peace and security and with responsibility for history”.
