Donald Trump signed an executive order to create a voluntary framework for the federal Government to review the powerful new artificial intelligence model before it was released. The much-anticipated order on Tuesday showed the President ' s attempts to strengthen control over cyber-security and national security threats posed by artificial intelligence, contrary to his earlier deregulated position.
Under the new regulations, technology companies will be required to share their artificial intelligence models with the Government for voluntary review up to 30 days before their publication. The Trump Government indicated that this would enable them to improve national security, particularly in the area of cybersecurity.
The executive order did not impose mandatory censorship requirements on technology companies that built artificial intelligence models, which were anecdotal features of the earlier version of the executive order. Some of Trump's hard-line Maga supporters have been urging him to adopt stricter procedures, while those in the science and technology industry have advocated continued easing.
Nevertheless, this executive order is another sign that Trump is abandoning the initial low-regulation of artificial intelligence. As President, one of his first actions was to revoke the executive order on the development of artificial intelligence security standards established in the Biden era.
At the time of the introduction of the new fence, there was growing concern that the latest artificial intelligence model could be dangerous, especially in the hands of the bad. Anthropic Mythos is a model of advanced network security that is able to take advantage of loopholes in widely used software on an unprecedented scale, raising concerns among artificial intelligence security experts, governments and technology companies.
Last month, the Trump Government agreed with Microsoft, Google, DeepMind and XAI to review their early models before their new artificial intelligence models were released. (The Federal Government has recently removed details of the agreement from its website, but the reasons for this are not clear.) The CAISI Centre for Artificial Intelligence Standards and Innovation (CAISI), which is part of the United States Department of Commerce, has been linked to the U.S. OpenAI A similar agreement was reached with Anthropic. The Federal Government indicated that such information-sharing was standard practice and important for national security, although some freedom of expression advocates warned that excessive government control could lead to censorship.
The National Security Agency and the Ministry of Defence will help to identify artificial intelligence models that require government review, and the Ministry of Finance will play a key role in identifying gaps in artificial intelligence models. The Trump Government has also instructed the Government to hire more network security and artificial intelligence professionals and to ensure that critical infrastructure, such as hospitals and banks, has a stronger network security system.
Trump announced another executive order in December, focusing on artificial intelligence, aimed at preventing states from regulating artificial intelligence, which established a federal working group to challenge state laws on artificial intelligence.
